Convicted sex offender flouted court order – and hid criminal past with false name

A convicted sex offender flouted a court order by spending time with a young Cumbrian woman and her nine-year-old sister, giving them a false name to hide his criminal past.

Jarod Tasdelen, 23, committed the offence after moving from Wiltshire to north Cumbria and landing a job at a livery stables, Carlisle Crown Court heard.

Brendan Burke, prosecuting, outlined how in 2016 the defendant had been jailed for a raft of child sex offences against girls aged 12 and 14, including engaging in sexual activity with a child.

After he moved to Cumbria, police visited him to confirm the terms of his Sexual Harm Prevention Order – which included him having NO contact with any child unless their guardian knew of his previous offences.

Mr Burke said Tasdelen, from Westbury, Wiltshire, began exchanging “flirtatious” messages with a woman whose nine-year-old sister came with her to the stables. He became “attentive” when she and her sister came to the stables, said Mr Burke.

“He was doing more than was necessary to assist, including offering her [the older sister] a job,” said Mr Burke.

He hid his real identity from the woman, giving a false name.

“He offered to give her nine-year-old sister riding lessons for free,” said Mr Burke, though he generally just led the horse and on one occasion he helped put on her body protector.

Tasdelen told the young woman he had slept with a 14-year-old but claimed he was “set up,” said Mr Burke. Later, he told the woman that he had been ‘kicked out’ of the property he had shared with a partner and suggested he and the young woman should elope to Scotland and start a farm.

At this stage the woman’s mother made enquiries, and found that the defendant had been using a false name.

He claimed that he had assumed the young woman’s older sister had told their mother about his past.

Tasdelen told police he had no sexual interest in the young girl. Paul Tweddle, defending, said he helped her with her riding because he feared she was at risk of falling.

The defendant pleaded guilty to flouting his Sexual Harm Prevention Order.Recorder Ciaran Rankin said that what happened had been a “deliberate breach” of the defendant’s Sexual Harm Prevention Order. There was an element of “targeting” involved, said the judge.

He imposed a year’s jail but suspended the sentence for two years, with 30 days rehabilitation activity, 120 hours of unpaid work, and a three month 9pm to 6am curfew.

When he appeared in court for his earlier offending, Tasdelen was 19. He had been charged with 16 counts of engaging in sexual activity with a child and four counts of causing a child to engage in a sex act, Swindon Crown Court heard.

The victims were said to be three girls, aged 12,14 and 14.

Swindon man encouraged ’14-year-old girl’ to engage in sexual activity

A pervert has admitted a child sexual offence following a paedophile hunter sting.

Appearing before Swindon Magistrates’ Court, Swindon man Jason Slip, 29, admitted inciting a child to engage in non-penetrative sexual activity.

The charge, and subsequent conviction, follows his communication with a 14-year-old girl online, who turned out to be a decoy profile set up by paedophile hunters.

Slip, of Brean Road, Redhouse, was bailed to attend court on 31 March for sentencing.

He was ordered to attend Gablecross Police Station to register as a sex offender – the term will be imposed during sentencing.

Sex offender broke notification requirements within days of release

A sex offender failed to notify police of his whereabouts just days after being released from prison for exactly the same offence.

Jamie Boydell, 28, who was originally put on the sex offenders’ register in 2012, has been prosecuted for failing to notify the police of his address 17 times in the past nine years.

Yesterday, a judge at Swindon Crown Court spared him an immediate prison sentence after hearing a new psychiatric report pointed to an autistic spectrum disorder being behind Boydell’s repeated failures to comply.

But Judge Jason Taylor QC warned: “If you fail to comply again there will be no further chances and your risk will have to be managed by lengthier sentences.”

Prosecutor David Scutt said Boydell was originally given a community order in 2012 after he was convicted of sexual activity with a girl under-16. The following year he was re-sentenced to 15 months’ imprisonment and his period as a sex offender upped to 10 years.

Since then, he had been before the court four times for failing to comply with the notification requirements to register his home address with the police.

He was released from prison on October 8 last year, after serving time for flouting his sex offender notification requirements.

Boydell again failed to register his address with the police. His Wiltshire Police offender manager, a detective constable, even turned up to the man’s probation appointment to register the address – but Boydell was late.

A new psychiatric report commissioned by Boydell’s advocate, Rob Ross, identified that the defendant had an autistic spectrum disorder which would have had an impact on his ability to comply with the order.

Judge Taylor told Boydell that new mental health sentencing guidelines allowed him to take his disorder into account when sentencing him.

He said of the defendant’s record: “It is a sorry and woeful tale, which cannot be overlooked. These requirements are in place for a reason. It is not for you to pick and choose.

“They cannot be ignored and your risk must be managed. Not withstanding any difficulties you may have, you must take responsibility for your own actions.”

He imposed a 16 month prison sentence suspended for two years with 20 rehabilitation activity requirement days, an eight month curfew and a GPS monitoring tag.

Mr Ross, mitigating, said his client had sorted accommodation near Trowbridge police station and had an offer of employment.

Boydell, of Heather Shaw, Trowbridge, but appearing in court via video link from HMP Bristol, pleaded guilty at an earlier hearing to breaching his sex offender notification requirements. He remains on the sex offenders’ register until 2023.

‘Bruce Wayne’ breached sexual harm prevention order by volunteering in Calne

A convicted sex offender breached his sexual harm prevention order within months of it being imposed – by signing up to volunteer at a Calne community centre. 

Bruce Thomas Wayne, 32, who in 2011 was convicted of a child sex offence and in 2020 was made subject to a sexual harm prevention order, helped out as a fire warden and maintenance man at Calne Central, a non-profit youth and community centre on Church Street.

Prosecutor Kate Prince told Swindon Magistrates’ Court on Saturday morning that Wayne had enquired about volunteering at the centre before Christmas and was told to come back in the new year.

He went for an induction meeting then began to volunteer in January.

He produced a DBS background check that did not match information he’d previously provided. Those running the charity went to the police for advice. 

Ms Prince said Wayne had volunteered for two months from January 4.

He was a fire marshal and health and safety officer, even delivering safety training to other volunteers.

He also had a set of keys to the building and access to the CCTV. It was suggested by the organisation that Wayne had accessed some of the camera recordings while he was volunteering. 

It was claimed Wayne had struck up a friendship with one of the organisation’s service users, a vulnerable woman with mental health issues.

The defendant met her at midnight after she called him looking for support, the court was told. 

Magistrates heard that Wayne had been put on the sex offenders’ register in 2011 but had breached notification requirements in 2014.

It is understood Wayne was convicted under the name Andrew Jason Phillips, with Bruce Wayne – the “real” name of fictional superhero Batman – a moniker.

In October 2020, Weston-super-Mare magistrates made the defendant subject to a five year sexual harm prevention order following an application by the police.

Officers were said to have had concerns about Wayne’s “behaviour”, although the nature of the behaviour was not spelled out. The order bans him from joining support groups. 

Appearing before the justices on Saturday morning, Wayne, of Watermint Way, Calne, pleaded guilty to breaching a sexual harm prevention order. 

Magistrates bailed him to appear at Swindon Crown Court on April 9 for sentence. His bail conditions require him to live and sleep at Watermint Close and not go within 100 metres of Calne Central. 

Chairman of the bench Amanda Lee warned Wayne he needed to comply with the bail conditions or face being remanded in custody. “It goes without saying you do exactly as said. You don’t do exactly as said, there will be no discussion. Have we made ourselves clear?”

Former Swindon councillor in court after vile child abuse videos found on his iPhone

A perverted ex-councillor who championed faster broadband speeds and blasted police as incompetent has been spared jail – despite downloading vile abuse images of children.

Damon Bower, who once served as vice-chairman of Haydon Wick Parish Council last year, had a film on his iPhone showing a girl of between eight and 10 years of age being sexually assaulted.

The 49-year-old had a small collection of indecent images on his mobile, together with fantasy stories detailing child abuse.

However, after hearing Bower had lost everything as a result of his conviction, a judge stepped short of jailing him – instead imposing a community order.

Colin Meeke, prosecuting, told Swindon Crown Court police had visited the paedophile councillor’s north Swindon home last June. They had received a tip-off that someone at the address had uploaded vile material to the internet

On Bower’s mobile phone, detectives found a film in the worst category, another short clip in the middle band and images in the lower range.

He said, though not the subject of any charges, they also found a number of fantasy stories talking about child abuse on his devices.

“Once these were examined the defendant was interviewed. He admitted that he knew what indecent images of children were,” Mr Meeke said.

“He accepted that he was the account holder and he said that he was vehemently opposed to child pornography because someone he knew had been raped at a young age and he would never let anyone hurt children.

“He accepted he had indulged in fantasy chat about child sex abuse. He couldn’t remember how he received the images of child sexual abuse, he assumed it must have been through some sort of private messages. He accepted there would be some. He knew it was wrong and he apologised for it.”

Bower, formerly of Oakhurst, but now living in Southsea, Hampshire, pleaded guilty to three counts of making indecent images of children.  

Imposing a three-year community order, Judge Peter Crabtree said: “It needs to be clear, if it isn’t clear, this is a course I am taking which is a direct alternative to an immediate custodial sentence.”

He pointed out that there was a relatively low number of images recovered by the police and probation believe he can be managed and rehabilitated in the community.

Bower must abide by a sex offenders’ programme as directed, do 100 hours of unpaid work and 15 days of rehabilitation days and abide by a sexual harm prevention order.

He served as a Haydon Wick parish councillor from 2015 to July 2018, when he stepped down. He had served as vice-chairman of the council and subsequently as chairman of the planning committee.

Bower welcomed a parish revamp of children’s play areas in late 2016, telling the Adver it showed what the council could do for the community.

In May 2017, he welcomed the prospect of faster broadband speeds as BT Openreach began installing new cables in north Swindon following a residents’ campaign.

Later that year, he was quoted in the Adver grilling Wiltshire’s police commissioner on the perceived lack of response from police in the face of gang violence in Haydon Wick. Residents were patrolling the streets because they felt police were “inept and incompetent”.
