Convicted child rapist used fake name on Facebook

A child rapist has been returned to jail after breaking the terms of his early release licence agreement by accessing Facebook using a false name.

Philip Borland, 22, was jailed for six years in 2008 for abusing two young girls between 2003 and 2006.

He was granted parole last year but was later arrested over the Facebook charge and an unreported change of address.

Borland awaits sentence for these offences. He has been ordered to serve 699 days of his original sentence.

During his original trial, the High Court in Edinburgh heard that Borland was aged 13 when he first began abusing the girls, who were aged 10 and 11.

He was jailed for repeatedly raping the two girls over a three-year period at addresses in Ayrshire.

Borland was granted parole last year and was banned from using social media sites and ordered to tell police if he changed his address.

In November, a man went to Kilmarnock police station to report that his teenage daughter was in a relationship with the rapist.

Officers then discovered that he had a profile on Facebook under the name Philip Denny.

Borland admitted breaking the terms of his early release licence agreement by using Facebook and failing to notify police of a change in address during an appearance at Kilmarnock Sheriff Court in March.

On Wednesday, he returned to the High Court in Edinburgh, where temporary judge Michael O’Grady QC told Borland that the public needed to be protected from him.

He added: “You will serve 699 days.”

Child rapist back in jail

A child rapist is back behind bars after breaching the terms of his release licence and the sex offenders register.

At Kilmarnock Sheriff Court this week, Philip Borland, 22, pleaded guilty to failing to notify police of his change of address and of an alias he was using to access facebook.

But the court heard that Borland – jailed for six years in 2008 on four charges of raping young girls – had already been recalled to prison by the parole board.

Jo Cunningham, prosecuting, said that he had initially been housed in the Peden Court homeless hostel in Cumnock.

He was spoken to by social workers and police after failing to turn up at the hostel.

“He had stayed at a friend’s address, drinking all evening, “ said Ms Cunningham.

“Over the next few weeks his behaviour caused concern. He continued drinking and staying out late.”

Borland was warned that, “if his behaviour and attitude did not improve”, he could be thrown out of the hostel.

Despite what where described as “numerous breaches” of his licence conditions he was given a second chance and moved to Kilmarnock’s St Andrews hostel.

Borland, however, failed to book into the hostel, later telling police that he had spent one night in a bus garage and another at his father’s home.

He was then allocated a house and visited by police who left him a leaflet reminding him of his sex offenders registration obligations.

Borland did not officially notify police of his change of address.

His behaviour became more worrying last November when a concerned father went to Kilmarnock police station to report that his 16-year-old daughter was in a relationship with Borland.

Police went to his home where they found him with the girl.

“He was instructed to discontinue contact with the female,” said Ms Cunningham.

Police later spoke to the girl at her own home. She told officers that she knew his real name.

She said that Borland had told her that he was using the name ‘Philip Denny’ because he would not be able to use Facebook under his own name.

Police were subsequently able to access his Facebook profile under that name.

Kevin McCarron, defending, said that Borland was still subject to the sentence imposed at the High Court in Edinburgh and had been recalled by the parole board.

Said the solicitor: “The decision was taken on January 22 to confirm that he would not be re-released and the first review would be January 21 next year.”

Sheriff Seith Ireland deferred sentence until April 10 and called for a criminal justice social work report.

Borland was previously found guilty of four charges of rape, committed at houses in Kilmarnock between 2003 and 2006.

The High Court heard that he was only 13 when he first targeted his two victims.

He first sexually assaulted them when they were aged 10 and 11.

He threatened them, forced them to carry out sex acts and raped them.

Borland’s conduct continued over a three-year period.

Jail for teenager who raped girls at 13

A BEAST who began raping two girls when he was just 13 was locked up for six years yesterday.

Philip Borland, now 18, subjected his victims to “a dreadful ordeal” over a near three-year period.

Borland first sexually assaulted the girls in 2003, when they were aged 10 and 11.

He threatened them, forced them to carry out sex acts and raped them.

Borland, of Kilmarnock, denied the offences.

But he was convicted of four charges of rape committed at houses in the Ayrshire town between 2003 and 2006.

Defence counsel Mark Moir told the High Court in Edinburgh: “He was 13 when the offences were committed and they went on until he was about 16. He was a child himself.”

MrMoir said Borland told a social worker he was not guilty and his failure to accept his guilt led to him being judged at a high risk of reoffending.

Temporary judge Michael O’Grady QC told Borland his crimes “must have represented a dreadful ordeal for the young girls”.

He added: “I’m satisfied it is appropriate to deal with it by a custodial sentence.”

Borland was sent to a young offenders’ institution.

He will be kept under supervision for two years after his release.

Borland was also put on the sex offenders’ register and his case will be referred to Scottish ministers in a move that could stop him working with kids in future.

PAEDO LIVES 27 SECONDS FROM KIDS’ PLAYPARK

A child sex beast who abused a string of boys as young as nine is living in a bail hostel only 27 SECONDS’ walk from a playground.

Dennis Leckey, out of jail after serving nine years for his revolting crimes, is now free to wander round an area teeming with children.

And worryingly, the bearded pervert ALWAYS carries a laptop – the notorious tool of paedophiles who want to access child porn.

Leckey, 61, has been housed in a bail hostel in Oldham, Lancs.

A few minutes’ walk away are SEVEN playgrounds, including one just a 27-second stroll away. Within a minute is also a primary school, which houses around 200 three to 11-year-olds.

Leckey, a former education welfare office who betrayed his position of trust, is able to leave the hostel whenever he wants during the day.

When The People spotted him last week he was un-monitored during his trips around the area. One onlooker said: “Whether he goes for a stroll or takes the bus to go shopping he always has his laptop with him. He seems to come and go as he pleases.”

Worried locals say they have seen Leckey lurking near one of the the playgrounds while youngsters enjoy the swings and climbing frames.

The sheer scale of twisted Leckey’s abuse emerged at his trial at Manchester Crown Court in 1997.

He treated boys as young as nine to foreign holidays, camping trips and expensive presents before luring them to his home in Ashton-under-Lyne, Manchester.

Prosecutor Susan Klonin said: “They would go to his home for tea and stay the night, always in one single bed, and during the night a couple of wandering hands would emerge and touch them.”

Leckey kept albums with photos of boys as well as diaries and poems described in court as “chronicles of lust”.

One of his victims said: “That monster has ruined my life.

Leckey was sentenced to 18 years after being convicted of 15 charges of indecent assault and three of serious sexual assault.

Judge Peter Fish told him: “It is difficult to find the appropriate words to indicate the extent of the damage you have done to such a large number of young people.

“You have betrayed not a bit of emotion or remorse.”

Bail hostels are similar to open prisons and are often used as a resettlement aid for prisoners nearing the end of their sentences.

A serial sex offender who lured two 11-year-old girls into bushes with the ruse of a magic trick has been deemed “a danger to children” and jailed for three years.

Phillip Clough was under a ban of going near parks when he entered one in Alvaston and asked a group of girls if they wanted to see some magic. The 39-year-old then got two girls to follow him into the bushes, heard Derby Crown Court.

“He asked the girls to squat down and told them to open their legs wide and asked them to put their hands up their skirts and tops and rub about their tummy area,” said Mark Knowles, prosecuting.

“They didn’t and some other girls came over and he stopped and said sorry the magic hadn’t worked and left the area.”

When police arrested him they found 3,346 indecent images of children, aged between four and 13, on his phone.

The court heard that Clough, of Cavendish Court, Derby, had been committing sexual offences against children since 2002, when he was jailed for 15 months after he attracted the attention of youngsters before touching himself under his clothing.

At the time he also admitted eight counts of gross indecency with children, aged between seven and 14, and one offence of indecent assault on a 14-year-old girl. He was given a sexual offences prevention order and was put on the Sex Offenders’ Register for 10 years.

But by 2008 he had breached the conditions of the order and was given a three-year community order.

A year later he was back in court and jailed for four-and-a-half years after he was convicted of possessing indecent images of children and engaging in sexual activity in the presence of a child.

He was released in December 2010 and then five months later he went to a park in Mackworth, where he made obscene suggestions to a five-year-old girl. He was jailed for three years.

In court for the latest offences, committed in July, Clough admitted possessing indecent images of children and two counts of causing a child to engage in sexual activity.

Jailing Clough, Recorder Dean Kershaw said he believed the defendant was “a danger to children” and after he had served his prison sentence he would be on licence for a further four years.

Following the sentencing, the mother of one of the 11-year-old girls, said: “I’m glad he got a decent sentence. But I couldn’t believe it when I heard in court about all those other offences he had committed before. I cannot believe he was allowed out to do it again.”

Paroled sex beast broke park ban to prey on girl, 5, in Derby park

A SERIAL paedophile has been sent back to jail after he targeted a five-year-old girl playing in a park.

Phillip Clough, 35, had been released after serving half his sentence for his fourth conviction of child sex offences.

He was told to live in a bail hostel and a condition of his release was that he was banned from going into parks.

But five months after he was freed he went to Knightsbridge Park, in Mackworth, and made obscene suggestions to the young girl, who was playing with her friends.

After he was given a new three-year sentence by a judge, a spokesman for Derbyshire Probation Service said it was “never possible to eliminate risk entirely”.

Derby Crown Court heard Clough committed his first offence against children in 1995 at the age of 18. He was given a conditional discharge for indecent exposure.

In 2002, he was jailed for 15 months after he attracted the attention of youngsters before touching himself under his clothing.

At the time he also admitted eight counts of gross indecency with children aged between seven and 14 and one offence of indecent assault on a 14-year-old girl. He was given a sexual offences prevention order and was put on the Sex Offenders’ Register for 10 years. But by 2008 he had breached the conditions of the order and was given a three-year community order.

A year later he was back in court and jailed for four-and-a-half years after he was convicted of possessing indecent images of children and engaging in sexual activity in the presence of a child. He was released in December 2010 and then five months later, on May 6, committed this most recent offence in Mackworth.

Clough was arrested at the Derby hostel shortly after the incident, after the child told her friend’s mum what happened, but he denied speaking to the girl and was released on bail. But then officers found footage of him walking along Prince Charles Avenue, which is near the park, on the afternoon of the offence. Clough was arrested again and told police he had gone to the park to smoke cannabis when he had seen the girl.

Judge Andrew Hamilton said: “You had only been out of prison for a few months for almost identical offences. It must have been a very frightening experience for the girl and something that she will remember for a long time or her whole life.”

He gave Clough a new sexual offences order to obey when he is released from jail. It includes banning him from going to public leisure centres or parks used by children or going within 50 metres of them. He said if Clough committed another offence on his release, the court would have to consider an indeterminate sentence, which would mean he could not be released if he was considered a danger to children.

Judge Hamilton told him: “You have written to me, saying you’re going to change. You really need help.

“I think you represent a really serious risk.”

‘WE CAN’T ELIMINATE ALL RISK’

A spokesman for Derbyshire Probation Trust said: “Offenders on community-based sentences or ex prisoners on licence in the community are assessed for the risk they pose to others.

“The level of risk determines the degree of monitoring and restrictions to which they are subject by criminal justice agencies. Serious sexual or violent offenders are managed through Multi Agency Public Protection Arrangements (MAPPA).

“Offenders may be subject to extensive restrictions including exclusion from certain areas or non contact conditions. However, it is never possible to eliminate risk entirely.

“Failure to comply with a Community Order or Licence will result in swift enforcement action. The offender will be returned to court for sentence review, if on a Community Order. Prisoners on licence will be recalled by the Probation Trust, picked up by the police and returned to custody.

“Offenders will usually be required to undertake some rehabilitative activity designed to reduce their likelihood of re-offending.”

Jon Brown, strategic lead for sexual abuse at the NSPCC, said: “Offenders need to be strictly monitored and restrictions rigorously enforced, so that if any condition of their licence is breached, immediate action can be taken.”

Paedophile is jailed after contacting 40 young girls

A CONVICTED paedophile who cannot stop himself contacting young girls is behind bars today after breaching his suspended sentence.

Andrew Dart, of the Salvation Army hostel, Fore Street, Ipswich, was originally given a 51-week suspended sentence for grooming a 14-year-old girl by sending her a suggestive message and a picture of his anatomy.

Part of the conditions barred him from communicating electronically with young females.

However, Dart breached his suspended jail term and a sexual offenders’ prevention order (SOPO) when he sent a message to another girl last February, Ipswich Crown Court heard.

The message read: “Hi, you were in my suggestion box. Sorry I meant no offence. What you (sic) like doing. I think you are extremely attractive. Love Andy.”

During their investigation, police discovered Dart had a Facebook page with 80 friends, of which 40 were girls under the age of 16.

Officers interviewed seven of the girls, who were aged between 12 and 15.

The children, and several other older girls, were part of a school network in Wales and were among 77 females who were friends with Dart on Facebook.

Sentencing the 30-year-old to a total of 39 weeks in prison, Judge Patrick O’Brien said Dart had been co-operative with probation officers, but it had not made any difference to his actions.

Judge O’Brien told Dart: “Whatever your inclinations are, this kind of behaviour has simply got to stop.”

The court heard that on October 12 last year further conditions were added to Dart’s SOPO due to concerns about his behaviour, although no charges were brought on that occasion.

This came after Dart had exhibited what was described as “risky behaviour” throughout his dealings with probation officers.

One of the concerns came after he had asked if he could go to a fair in Portman Road, Ipswich. Although he was told it was not appropriate, he went anyway.

On another occasion, it was discovered Dart had been in conversation with two girls aged around 12 and 13 at a bus stop.

Dart was given his original sentence, which was suspended for two years, at Southwark Crown Court in October 2008.

For the eight admitted breaches of his SOPO, Dart was sentenced to 13 weeks in prison. For the admitted breach of his suspended sentence, Dart received a consecutive 26-week jail term.

Further conditions were also added to his SOPO.

A PAEDOPHILE exposed as living on the same street as a school has been relocated by authorities — to a new home next to TWO schools.

In an astonishing move, Anthony Parnell has been switched to a bail hostel  overlooking a PLAYGROUND for kids aged three to 11.

And he has even been given a new identity — to protect HIM.

The Sun revealed last week how the pervert postman had been sent to a hostel near a primary in Leamington Spa, Warwickshire.

It came after he admitted indecently assaulting a nine-year-old girl and taking an indecent photograph of her.

The 45-year-old also admitted owning 591 disgusting images — some of which showed adults having sex with kids and others involving sadism.

His new hostel is right next to the Birchfield Community School and yards from Sacred Heart Primary, which together cater for a total of almost 900 three to 11-year-olds in Aston, Birmingham.

It has windows overlooking a play area and hostel staff have given him a new identity to protect him from harassment.

Probation workers at the Welford House hostel were told that Parnell was “high profile” at a meeting last week and he had been given the assumed name of Tony Golt.

Parnell will be under a 11pm to 6am curfew but will be free to walk the streets unattended during the day.

Sacred Heart head Lisa Fahy was not aware the sicko was living in the hostel until The Sun tipped her off yesterday.

She said: “This offender may be in the vicinity but we tell children there can be a lot of dangers beyond the school gates.

“We operate a Stranger Danger scheme and work with the police to keep children safe. That is all we can do.”

A former helper at the hostel said: “Staff have gone to great pains to keep Parnell’s move a secret.

“The false name is apparently to protect him from harassment but it’s disgusting the primary school haven’t been told what scum is now living next to them.

“Who needs more protection? The kids or the paedophile?”

Parnell, of Nuneaton, was jailed for three years at Warwick Crown Court and is out on licence. A Home Office spokesman said hostels enable offenders to be monitored “more effectively” and “improve our ability to protect the public”.

Postman Jailed for Sex Abuse of Girl, 9

A NUNEATON postman who photographed himself sexually abusing a nine-year-old girl has been jailed for three years.

Anthony Parnell, 45, of Alexander Street, Nuneaton, was also ordered to register as a sex offender for life and made subject to an extended three year period on licence after his release from prison.

It comes after Parnell pleaded guilty at an earlier hearing at Warwick Crown Court to indecently assaulting the nine-year-old and taking an indecent photograph of her.

He had also admitted possessing 591 indecent images of children and eight specimen charges of making indecent images by downloading them on to his computer.

Simon Ward, prosecuting, told the court Parnell had been a postman of previous good character who had been married for 20 years.
