Cumbrian man avoids prison for child abuse images offences

 pervert has avoided a jail sentence after admitting child sex crimes.

Colin Storr, 53, admitted 13 offences of downloading indecent images of children and to assaulting a boy nearly 40 years ago.

The child porn charges covered more than 700 separate images of children aged between three and 16, and were classified as being from levels one (the least serious) to four (the second highest) on the official five-category scale of seriousness.

Elizabeth Muir, prosecuting at Carlisle Crown Court, said: “Following these offences being published in the Whitehaven News a gentleman contacted police and stated that he had been assaulted by him.”

Miss Muir said that at the time of the abuse, which took place on three separate occasions between September 1974 September 1976, the man had been aged nine or 10 years old. Storr had been 15 or 16.

Storr, of Chaucer Avenue, Egremont, had initially denied three charges of indecent assault but later admitted performing sex acts with the boy.

The court heard the individual “has had considerable problems in later life”.

Storr had been in custody since December last year because of concerns about his mental health.

Kim Whittlestone, mitigating, said: “He has taken significant steps since he has been in custody as far as his mental health is concerned.”

She said that Storr had been making heavy use of the internet after a back injury forced him out of work.

He had originally begun accessing adult pornography but had then moved onto images of children.

Sentencing, Judge Peter Hughes said: “I do not wish in any way to minimise the seriousness of your conduct towards this man. But is was a significant period of time ago, he was nine or 10 years old and you were still a teenager yourself of 15 or 16.”

He pointed out that Storr had already been in custody for a long period of time and made progress with his mental health. He wanted Storr to complete a treatment programme adding that sentencing guidelines prevented him imposing a prison sentence long enough allow him to complete this.

As a result, he gave Storr a three-year community order with the condition that he complete the programme. Storr was also made to sign the Sex Offenders’ Register and made subject of a sexual offences prevention order for 10 years. He was ordered to pay a £60 surcharge and banned from working with children or vulnerable adults.

Carlisle court remands child abuse images man in custody ‘for his own protection’

A west Cumbrian man has been remanded in custody “for his own protection” after admitting a string of child abuse images charges.

Colin Storr, 53, of Chaucer Avenue, Egremont, admitted 13 offences of downloading indecent photographs of children from the internet when he appeared at Carlisle Crown Court today.

They covered more than 700 separate images of children aged between three and 16, and were classified as being from levels one (the least serious) to four (the second highest) on the official five-category scale of seriousness.

Storr was remanded in custody by Judge Paul Batty QC for his own protection, though he did not say why that was.

He will be sentenced on January 24.
