Teens abuser loses appeal

A sexual predator that molested two teenage girls has been told by top judges that he cannot complain about the length of his prison sentence

Paul Jarvis, 51 of Drake Court, Moor Farm, Hereford was jailed for 10 years after being found guilty of a string of sex offences in May 2012.

However, he challenged his sentence at London’s criminal appeal court with his lawyers arguing his sentence was ‘too tough’. But the complaints were rejected by senior judges, who said his punishment was ‘justified’

The court heard that he preyed on two vulnerable victims – one who was 16, and the other who was 14, after plying them with alcohol.

He was convicted of five sexual assaults against the older girl and of sexual activity and inciting a child to engage in a sex act in relation to the younger girl.

Abuser punished two decades later

The sexual abuse of a 10-year-old Brownie was hushed up’ by the church for over 24 years, a court has been told.

Victor Steynor, 64, who twice put his hand up the girl’s top when her Brownie pack visited the home he hired out for adventure weekends, was reported by the girl.

However, her parents and their church dealt with the matter in house’ instead of calling police.

It was only by chance when a former deacon of Ledbury Baptist Church spoke to a teacher who had links to the family that the events of 1983 emerged, magistrates in Cheltenham were told.

A district judge sentenced Steynor to three years of rehabilitation under the supervision of the probation service.

Prosecutor Sharon Jomaa told the court that the Brownie, now a 34-year-old woman, was touched when she visited Dyke House in Bromsberrow Heath for a weekend adventure trip on June 7, 1983.

He earned a living from hiring out the address for both Brownie and Christian outdoor adventure holidays and seized his chance to get the girl alone when she asked to borrow some equipment.

Ms Jomaa said: “She reported it to her mother. The incident was dealt with in-house. There was a meeting with a church elder. It was dealt with and hushed up. She said she was made to feel she was making a mountain out of a mole-hill.”

Deputy district judge Neil Pattinson said: “This was an assault on a 10-year-old girl. It was sexual touching. If you had any previous convictions or if this had been a prolonged assault I would have been sending this matter to crown court for sentence.”

Steynor will be on the sex offender’s register for five years and was ordered to pay £455 prosecution costs.

Herefordshire man confessed to sex offences

A man who confessed to a probation officer that he had carried out a string of sex offences against young girls has been jailed for 12 years.

Nicholas Hiles liked showing off his body to victims and even exercised in front of two girls on a rowing machine while naked, Worcester Crown Court heard.

And he tried to have intercourse with one schoolgirl after getting her to perform a sex act on him, said prosecutor Gareth Walters.

But in December 2008, while under a court order for harassing a partner, he admitted the crimes to his supervising probation officer Hiles, aged 45, of Castle Park, Kilpeck, pleaded guilty to nine counts of indecency with a child and one of attempted rape.

Judge Alistair McCreath said he had “an unhealthy interest in young girls” and his behaviour had been “deeply corrupting”.

The judge added that despite a police investigation in 1999, he had continued to offend until 2004.

Mr Walters said Hiles married in 1988 but the relationship was volatile, with allegations of violence made against him.

Mr Walters detailed incidents during which Hiles indulged in sexual misconduct while his wife was at work in a nursing home.

But in 1999, a teenage girl made complaints to police about past abuse. No further action was taken, but Hiles’ wife then left him – and he continued offending.

After being arrested, Hiles told police he thought one young girl was “showing an interest in him”, said Mr Walters.

But victim impact statements by the five complainants detailed the “pain and disgust” they felt.

If it had not been for Hiles’

admissions to a probation officer, he would not be in the dock, said Bruce Gray, defending. He had decided to be candid.

The judge passed an indefinite sexual offences prevention order prohibiting Hiles from making contact with any child under 18.

August 2015

Man with more than 2,000 indecent images sentenced

A MAN was found in possession of more than 2,000 indecent images of children after police swooped on his Hereford flat, a court heard.

Computer equipment belonging to Jason Gallagher was examined by officers following a search of the 44-year-old’s home in Chilton Square, off Whittern Way, in Tupsley.

A total of 2,687 indecent images were found, along with 33 films. Officers also found an image of Gallagher naked with a 14-year-old girl superimposed onto him.

He admitted six charges of making indecent photos of a child during a hearing at Hereford Crown Court.

Paul Whitfield, prosecuting, said Gallagher had accessed some of the images as long ago as 2005.

“There was evidence of credit card payments, showing that some of the photos were paid for,” Mr Whitfield told the court.

“Some images had also been sent to the defendant.

“He seems to have steeped for many years in this activity.”

Judge Daniel Pearce-Higgins said Gallagher was, at the time, living in a “detached world”, although that didn’t excuse his actions.

The judge told him real people were involved in this abuse.

He sentenced him to a three-year community order with a supervision requirement.

Gallagher will also be placed on a community sex offenders programme.
