A Briton who had sex with a girl of 13 he met on an Internet chat line has been jailed for 14 months.

Insurance executive Toby Acton, 28, above, used his office computer to swap suggestive messages with the schoolgirl before inviting her to meet him at a hotel in the sleazy Wan Chai district. He hired a room and they had sex.

Acton was transferred from Liverpool to Hong Kong with his company Griffiths and Armour in 1997

However after the sexual abuse was discovered Acton was fired from his lucrative job.

Acton admitted having unlawful intercourse with a girl under 16 years old and he was jailed for 14 months

Iraqi sex predator defies deportation for six years

AN IRAQI sex offender who hid a conviction for assaulting three teenage girls from immigration officials is still living in Scotland six years after his deportation was ordered.

Howri Hamad Garib’s case has infuriated critics who said it highlighted justice system failings.

The pervert indecently assaulted three 14-year-old girls at a swimming pool in 2004, just a month after arriving in Scotland.

In May 2006, Garib applied for Indefinite Leave to Remain (ILR)] in the UK, two months after he was convicted of the assault and placed on the Sex Offenders’ Register.

Despite it being a requirement for the application to disclose any criminal convictions he only revealed a road traffic offence.

Garib appeared in court again in 2007 where he was reprimanded and removed from the register.

During September 2008, the application for the ILR was refused by the Home Secretary, who said that sexual offences against children are “particularly abhorrent to society” and a deportation order was served.

However, the 39-year-old is still at large after the authorities failed to eject him while taxpayers funded an appeal against the decision.

Last May, the Secretary of State rejected an appeal and also noted his failure to disclose the conviction.

Garib’s lawyers argued the Home Secretary’s decision was not reached fairly but in a judgment from Lord Boyd of Duncansby at Edinburgh’s Court of Session last week, their claims were rejected.

Lord Boyd said: “While it appears that the Secretary of State has not relied principally on the failure to disclose the conviction it is the case that such failure could, on its own, be sufficient to justify refusal of ILR.”

Labour shadow minister for immigration, David Hanson said: “When foreign criminals have committed crimes and an order has been made to deport them, there is no excuse for keeping them here.”

The Taxpayer Scotland campaign group claimed politicians were failing to deal with the effects of human rights laws. Its director, Eben Wilson said: “Where is the statesmanship in our parliament and the UK parliament that can protect us?

“They’re asleep on the job and unwilling to take a stand. It’s time they did.”

A Home Office spokesman said: “We have always been clear that we will seek to deport those who break our laws and in 2012 we removed more than 4,500. Those who abuse our country by committing serious crimes here have no place in the UK and we are determined to see more of them deported.”

British man admits plotting to rape, murder and eat children in a dungeon beneath his US home

A British man has admitted plotting to rape, kill and eat children in a dungeon built into his home in Massachusetts.

Geoffrey Portway faces up to 27 years in a US prison before he’ll be deported back to Britain, a sentence negotiated under the terms of a plea agreement.

The 40-year-old spent months chatting with individuals online about a “mutual interest in abducting, raping, murdering, and eating children”, before going on to discuss specific plans to kidnap and murder a child in an underground, soundproof chamber.

Portway was arrested in July 2012 after US investigators allegedly found child abuse images and photos of children who appeared to be dead on his computer.

In July last year, federal agents searching Portway’s residence in Worcester, Massachusetts, discovered a locked dungeon in the basement of his home.

It contained a chair, television, and what appeared to be cable access to the Internet.

The room also contained a child-sized homemade coffin (with large speakers covering wire mesh at one end) with exterior locking devices, a steel cage (approximately 3′ wide, 2’high and 4′ long) with multiple locking devices, and a steel table top (with steel rings at six points, presumably for restraints).

Outside was a cabinet freezer, an upright freezer, disposable scalpels, butchering kits, and castration tools.

This dungeon was described in detail by Portway in recovered chats as a place he intended to use to keep kidnapped children while he sexually abused them and as a place to eventually murder and cannibalize the children.

Many of these conversations were accompanied by the trading of child pornography.

These chats also included images of children known to them, accompanied by discussions of desire to sexually abuse, murder and cannibalize those children.

In the web chats, Portway boasted of his intention to lock children in the basement of his home

A spokesman for the US Attorney’s Office in the district of Massachusetts said: “This dungeon was described in detail by Portway in recovered chats as a place he intended to use to keep kidnaped children while he sexually abused them and as a place to eventually murder and cannibalise the children.”

In July last year, the FBI searched Portway’s home and discovered the dungeon, which had been described in detail in web chats. It was during those same chats that Portway stated his intention to kidnap, sexually abuse and eventually murder and eat children.

The conversations were also used to exchange child pornography and images of mutilated, injured or deceased children, as well as to solicit the help of Michael Arnett, a man Portway believed may be able to kidnap a child for him.

Police said records of the conversations revealed that the two men discussed real children – by name and photo – who Arnett claimed to know and have access to.

In 1996 John Meach, 50 of Abbingdon Road Oxford who was a bus driver, was convicted on 3 counts of indecent assault on a boy aged 10 before Snaresbrook Crown Court.

The victim had been abused over a 4-year period on 100’s of occasions.

He was jailed for 4 years.

Yet despite the horrendous abuse he carried out the PAEDOPHILE John Meach has just enjoyed his first weekend of freedom after being released early from a four-year jail term imposed for relentless sex assaults on a young boy.

His victim was so tormented by the thought of Meach being at large that he hanged himself. He was just 22.

It is the latest in a long line of cases which have highlighted the inability of the legal system to deal with paedophiles.

Now the victim’s mother is campaigning for tougher punishment for child abusers with the backing of her Tory MP, Iain Duncan-Smith, who is to raise the matter with Home Secretary Jack Straw.

For years there had been a nagging feeling in her mind that her child was keeping something from her. He was withdrawn, sullen and reluctant to socialise, despite being 19 and having his own income from work.
